Description Covering a range of issues and activities occurring during his presidency of Virginia Tech, the collection includes multiple references to Tech’s efforts to meet the U.S. Office of Civil Rights’ requirements for an acceptable Affirmative Action Compliance Plan (e.g. Box 1, Folders 8-10; Box 15, Folder 44), concerns about lack of progress in meeting plan objectives (e.g. Box 4, Folder 16; Box 12, Folder 20; Box 18, Folder 23), statistical data and reports regarding Tech’s progress in increasing minority and female students and faculty (e.g. Box 8, Folders 24-25; Box 9, Folders 23 and 25; Box 12, Folder 20; Box 15, Folder 26; Box 20, Folders 19-20), and other related matters. Folders titled “Civil Rights” and “Equal Opportunity/Affirmative Action” are primary sources of desegregation material but other sources of occasional information in this area are in folders titled “Board of Visitors, Report to 1978” containing a speech by Old Dominion University’s president that mentions issues of “duplication” with Norfolk State; “Vice President for Administration 1977” that contains articles quoting Tech professors and students about insufficient progress toward integration; and “State Council of Higher Education 1979” regarding Tech’s hosting of the 1979 Summer Program for Undergraduate Minority Students. Box 15, Folder 43 (titled EO/AA Advisory Committee 1985) includes James Dean’s narrative describing early resistance to and Tech’s efforts toward desegregation at Virginia Tech and in the town Blacksburg.

There is material concerning the Alumni Association, budget information, Higher Education Study Commission (1965), University Council, Association of Land-Grant Colleges and State Universities, State Council of Higher Education in Virginia, Task Force for Innovative Approaches to Instruction (1973), Consortium for Continuing Higher Education in Northern Virginia (1973), civil rights, proposal for College of Veterinary Medicine (1974, Box 95, folders 3211-3215), and various University committees and commissions. The collection is arranged in annual alphabetical files. Materials relating to segregation, integration, and civil rights are located in folders labeled “Civil Rights”
