Description The BOV (Board of Visitors) files contain a few references to desegregation issues, including consideration in 1943 of establishing an integrated honorary society, Tau Sigma Delta, to establish a chapter (box 7037,, folder titled “1939-43 Board of Visitors Meetings (letters of to)”); reference to a training session for Negro workers found in the Annual Report of School of Agriculture to VPI Board of Visitors – August 1960 (box 7038, BOV 1950-59, folder titled Annual Board Reports 1960); report by President Newman on 2 matters “having to do with Negroes at VPI (box 9538 BOV 1955-59, volume XXIV); issue of allowing black members of professional groups whose meetings include a meal to eat with the group in college facilities (box 9539 BOV 1950-54, vol. XXI 1953 (addendum after p. 130 of 7-28-53 meeting)); consideration of the request of two Negro students to live on campus (box 9545, BOV 1960-65, vol. XXVIII 1960, meeting of May 10, p. 52; and another consideration of allowing Negro students to live on campus, as well as their attendance at Ring Dance (box 9545, vol. XXIX 1961, Feb 14 meeting).

Description The Records of the Office of the President, Walter S. Newman (1895 to 1978) span the years 1947 to 1962, with the bulk of the material dating from 1947 to 1961. The collection consists primarily of Newman’s General Correspondence. Also included, and interfiled with general correspondence, are budget requests and statements, financial reports, enrollment statistics, architects’ contracts, audits, commencement and inaugural ephemera, statements to the Federal Power Commission, a few photographs, and reports on Virginia’s public school system submitted to the Moses Commission. These records include Correspondence with Virginia Attorney General Lindsay Almond and Director of Admissions Paul Farrier in the early 1950s documents the University’s strategy in response to efforts to challenge segregation in Virginia’s public schools and universities and the decision to admit Irving L. Peddrew III, the first black student enrolled at Virginia Tech. Files labeled “Racial Relations” from 1951 and 1952 document Newman’s attempts, which proved unsuccessful, to help the defense in Dorothy Davis v. County School Board, Prince Edward County by providing historical evidence of equality of resources within segregation. A file of correspondence from 1961 with Mary Fessler, President of the Blacksburg Branch of the American Association of University Women, records Newman’s decision to bar the organization from meeting on campus due after a black woman joined.

Description A letter sent by Walter S. Newman of the Virginia Polytechnic Institute to Dr. Louis A. Pardue and Mr. Duncan L. Kinnear. Attached is a copy of a letter from Virginia Attorney General J. Lindsay Almond, Jr. to T. Justin Moore and attorney from Richmond, VA. The letter gives Almond’s opinions on a court case, Davis vs. Large, et als. in Prince Edward County, VA and its relation to a case in South Carolina regarding segregation. Also attached is a typescript of an unattributed opinion on the fallacy of anti-segregationist arguments.
