Its “function is to engage in educational activities intended to promote the reestablishment of a sound State-Federal relationship, and generally to encourage a strict construction of the Constitution.” This pamphlet argues that the 1963 Civil Rights bill that President Kennedy sent to Congress is unconstitutional.<\/td>\n<\/tr>\n
