There is material concerning the Alumni Association, budget information, Higher Education Study Commission (1965), University Council, Association of Land-Grant Colleges and State Universities, State Council of Higher Education in Virginia, Task Force for Innovative Approaches to Instruction (1973), Consortium for Continuing Higher Education in Northern Virginia (1973), civil rights, proposal for College of Veterinary Medicine (1974, Box 95, folders 3211-3215), and various University committees and commissions. The collection is arranged in annual alphabetical files. Materials relating to segregation, integration, and civil rights are located in folders labeled “Civil Rights”

Description This collection consists primarily of records from the Office of Academic Affairs at Virginia Tech. The bulk is from Leslie Malpass’ tenure as Vice-President for Academic Affairs (1968-1974) but there are also materials from others, in particular Alfred H. Krebs who served as director of Summer School and as Assistant Vice President of Academic Affairs under Malpass. The collection covers a wide range of topics related to the academic programs offered or considered by Virginia Tech, including desegregation issues or activities. Of particular interest are folders containing discussions, drafts, or correspondence related to Tech’s repeated attempts to meet Federal requirements and gain approval for affirmative action/equal opportunity programs as mandated by the Office of Civil Rights. Tech’s efforts were part of a larger “Virginia Plan” titled The Plan for Equal Opportunity in Virginia’s Institution’s of Higher Education(see box/folders 37-23, 37-24, 40-2, 44-8, 44-9, 44-20, 45-17, 51-11 and 60-28). There is also material reflecting activities and concerns related to increasing black faculty, staff, and enriching the black student experience at Tech (see box/folders 9-4, 10-33, 15-2, 15-3, 16-14, 18-1, 18-4, 18-6, 18-7, 34-26 and 44-19. A program for disadvantaged southwest youth called Upward Bound and its corollary, Talent Search, operated at Virginia Tech for several years and the collection includes reports and correspondence related to this effort to improve the academic prospects of low socio-economic youths of which blacks appear to have been up to 50% of the program. Particularly revealing materials regarding Upward Bound can be found in box/folders 40-14/15 and 48-13. Information about concerns or activities related to blacks in higher education but not specifically at Virginia Tech can be found ins box/folders 16-15, 25-22, and 25-31/32.

Description The Records of the Office of the President, Walter S. Newman (1895 to 1978) span the years 1947 to 1962, with the bulk of the material dating from 1947 to 1961. The collection consists primarily of Newman’s General Correspondence. Also included, and interfiled with general correspondence, are budget requests and statements, financial reports, enrollment statistics, architects’ contracts, audits, commencement and inaugural ephemera, statements to the Federal Power Commission, a few photographs, and reports on Virginia’s public school system submitted to the Moses Commission. These records include Correspondence with Virginia Attorney General Lindsay Almond and Director of Admissions Paul Farrier in the early 1950s documents the University’s strategy in response to efforts to challenge segregation in Virginia’s public schools and universities and the decision to admit Irving L. Peddrew III, the first black student enrolled at Virginia Tech. Files labeled “Racial Relations” from 1951 and 1952 document Newman’s attempts, which proved unsuccessful, to help the defense in Dorothy Davis v. County School Board, Prince Edward County by providing historical evidence of equality of resources within segregation. A file of correspondence from 1961 with Mary Fessler, President of the Blacksburg Branch of the American Association of University Women, records Newman’s decision to bar the organization from meeting on campus due after a black woman joined.

Description A letter sent by Walter S. Newman of the Virginia Polytechnic Institute to Dr. Louis A. Pardue and Mr. Duncan L. Kinnear. Attached is a copy of a letter from Virginia Attorney General J. Lindsay Almond, Jr. to T. Justin Moore and attorney from Richmond, VA. The letter gives Almond’s opinions on a court case, Davis vs. Large, et als. in Prince Edward County, VA and its relation to a case in South Carolina regarding segregation. Also attached is a typescript of an unattributed opinion on the fallacy of anti-segregationist arguments.

Description The Virginia Commission on Constitutional Government was created in 1956 by the General Assembly. Its “function is to engage in educational activities intended to promote the reestablishment of a sound State-Federal relationship, and generally to encourage a strict construction of the Constitution.” This pamphlet argues that the 1963 Civil Rights bill that President Kennedy sent to Congress is unconstitutional.

Description Black Life at Virginia Tech was issued by the Office of Admissions in 1982, in order to encourage black students to attend Virginia Tech. 26 pages in length, the brochure describes black student organizations, activities, and includes numerous photos of individual blacks engaging campus life. The brochure also describes academic offerings, athletic and social opportunities, and attractions found in the Blacksburg area. A letter from President Lavery congratulating Calvin Jamison and Glenn Valentine on the issuance of the brochure is included.
