Also discussed are state and local politicians such as Governor Lindsay Almond, Jr., who ordered the closing the Norfolk schools that enrolled African American students, and Mayor William Fred Duckworth, who opposed de-segregating the public schools. Some of the clippings discuss the fate of those students whose graduation was put in jeopardy by the school closing, known as “The Lost Class of ’59.”

The Papers of Dr. Michael J. Stolee

Description	The collection documents Stolee’s work as a court and school system-appointed advisor in school desegregation cases in 68 school districts. The most extensively documented work is the protracted legal battle centering on Benton Harbor, Michigan, and efforts to integrate its school systems. The collection also includes biographical material on Stolee, historical material on school desegregation and material about the establishment and operation of the Florida Desegregation Center at the University of Miami. Other professionals documented in this collection are Dr. Janice Sodos, a Milwaukee superintendent and consultant and Herbert Norder. Dr. Stolee’s papers range in date from 1964 to 2009, with the bulk being from the late 1970s to 1999. Materials in the collection include newspaper clippings, lecture transparencies, court orders and depositions, work schedules, school desegregation plans, Congressional records, term papers, notepads, maps, photographs, drawings, handwritten notes, brochures, computer disks, bound notebooks, speeches and a memoir.

Description	This collection primarily contains material related to the integration of the Norfolk public schools. The papers include correspondence, court cases, school board resolutions, inter-district memorandum, press releases, reports, news clippings and district maps. Subjects covered are the 1958 school closing to prevent integration, integration progress in the 1960s, busing to achieve integration in the 1970s and the end of busing in the mid-1980s. Among the most important historical materials is correspondence between Governor Lindsay Almond and the School Administration, beginning with the letter ordering the closing of six Norfolk schools in as mandated by the “Massive Resistance” law. Other letters during this time period discuss allowing groups to meet in those schools as long as the schools would not be used for educational purposes. The donated material also includes school directories from 1922-1990 and school calendars from 1952-2008.

Description	This collection consists of letters and petitions received by the Warren County Board of Supervisors from residents for and against public school integration. The letters, 24-27 February and March 1959, primarily request the Board of Supervisors to adopt a normal school budget for the 1959-60 school year and not close the public schools. A letter from J. R. Orgain, Jr., however, asks the Board of Supervisors to cut off funds for integrated schools. The petitions are signed by residents who want to maintain segregated schools and do not want any money appropriated to operate integrated schools. These petitions are either printed forms or cut out from the newspaper in which they appeared as paid advertisements. Also includes a newsletter, 24 February 1959, of the Warren County Committee for Public Schools clarifying why white students did not return to Warren County High School when the federal courts ordered the school re-opened and explaining that the remainder of the term would be substandard; and news clippings from the Warren Sentinel, 5 and 12 March 1959, regarding the petitions and an appeal from local clergy to keep the public schools open.

Description	Newport News (Va.) School Board Records, 1896-1973 (bulk 1950-1970), document management and expansion of school buildings and grounds, 1935-1973; administration of the Nursery School Project, a federally subsidized daycare program, 1943-1951; school integration, 1958-1968; the development of a kindergarten program, 1963-1973; financial audits, 1959-1971, and appointments to and resignations from the Board of School Trustees, 1896-1921, and the School Board, 1921-1958. Schools, buildings, and grounds records, 1935-1973, contain correspondence, memoranda, deeds, plats, building plans, excerpts of city council minutes pertaining to school buildings and grounds issues, and financial records. The records include three general files and individual files on 37 elementary schools and high schools and a technical college. Correspondence includes letters between the Superintendent of Schools and the City Manager. Nursery School Project records, 1943-1951, document administration of a federally funded daycare program. Records include memos and correspondence with the Federal Works Agency pertaining to the grant application and the rationale for the program, the hiring of staff and rental of property and purchase of supplies; correspondence with the City Manager pertaining to the city appropriation for the program; a letter of support for the program from the War Department, Hampton Roads Port of Embarkation, and reports on the number of mothers with children in various civil defense zones who were working and needed childcare or who had children and wanted to work and needed childcare. The records also document discussion of efforts to continue the program after federal funds were withdrawn in 1946. Integration records, 1958-1968, contain correspondence, memoranda, excerpts from city council minutes, newspaper clippings, pamphlets, and broadsides pertaining to school desegregation. They include memos about public safety and police presence, policies for the assignment and transfer of students, copies of legislation and court opinions, and correspondence and memos pertaining to implementation of a pupil placement plan approved by the Federal district court in 1960. Also included are memos about a lawsuit challenging the plan, dismissed in 1962; and a letter, 1968, from the Department of Health, Education, and Welfare, Office for Civil Rights about threatened enforcement procedures. These files also contain letters from the Executive Board of the Newport News chapter of the N.A.A.C.P. about inequities in the schools, a letter from the Peninsula Christian Ministers Association celebrating the peaceful transition to integrated schools, newspaper clippings of editorials about integration, Southern Regional Council literature, and examples of racist propaganda from the period. Kindergarten Program records, 1963-1973, document development of a kindergarten program that was implemented in the fall of 1972. They contain correspondence, including letters from citizens advocating for a kindergarten, newspaper clippings, excerpts of city council minutes, and directories of nursery schools and kindergartens in Newport News. Audits, 1959-1971, contain financial audit reports of the School Board and related correspondence. School Board appointments and resignations, 1896-1959, contain correspondence and city council minutes pertaining to appointments, resignations, recognition, and dismissal of appointees to the Board of School Trustees and the School Board.
